Criminal Records
In Wisconsin, the Department of Justice (DOJ) is tasked with the maintenance of statewide criminal history information. The Criminal Information Bureau (CIB ) manages the fingerprint-based repository of the DOJ and disseminates Criminal History Record Information (CHRI) to members of the public upon request. The centralized criminal history repository contains detailed information about the criminal history of persons in the state, based on the submissions of arrest fingerprint cards by law enforcement agencies and other sources such as courts and corrections. The Criminal History Record Information database contains information about arrests, charges, demographics, and related final disposition reports from relevant court officers and corrections agencies.
Criminal history information is public record in Wisconsin and anyone who pays the established fee may obtain access to the information maintained by the DOJ. Information on a person’s criminal history is available unless the information has been restricted by statutory authorization or law. Juvenile records and sealed records are examples of restricted records. Criminal history information can be requested online or by mail.
Online access is available through the Wisconsin Online Record Check System (WORCS). Requesters are required to create user accounts and billing accounts that enable monthly billing schedules. The fee to perform a record search is $7. There is a $3 surcharge from the Department of Health and Family Services (DHFS) applicable only to caregivers and daycare providers.
Mail requests are sent to:

The $3 DHFS surcharge is applicable here for caregivers and daycare providers making a total of $15 for such operators.
All requests should be accompanied by stamped self-addressed envelopes. If there is no record located from a search, the request form will be stamped “No Record” and returned, but all payments are non-refundable.
Finger-print based criminal history searches are the default for certain purposes such as obtaining police certificates. For this search, a set of fingerprints must be provided along with the request form, and this can be obtained at the local police department or sheriff's office. These types of record checks cost $20 (which includes the $5 paper copy surcharge). Allow 10 business days for processing of requests.
